Step 1:
Here is a simple set of products.

Chop onions and carrots.
Step 3:
Mix, salt and pepper. Add the bay leaf.
Step 4:
Defrost the herring, clean the scales, if necessary, remove the gills and insides without cutting the abdomen (through the head). Rinse well and dry with paper towels. Salt and pepper inside and out, put caviar inside and stuff it tightly with stuffing.
Step 5:
Then put each fish on a sheet of parchment or baking paper. Tightly wrap the fish in two layers of paper. I even brought a stapler for reliability.
Step 6:
Cover the baking sheet with paper or foil, put a fish on it, pour a little water (but you can do it without it), put it in a cold oven. Turn it on 180 degrees and bake for 50 minutes. After that, turn off the oven and leave the fish there for another hour. During this time, it will cool down to a warm state and will be even tastier! Unfold, spread on a platter and decorate with herbs. Bon appetit!
