Wash, peel and grate the carrots on a coarse grater. Peel the onion and garlic and finely chop. Add the vegetables to the meat and fry for a few minutes, stirring constantly. Then add a little hot water so that it covers the meat by half, close the lid and put it to simmer over medium heat. To prepare stewed cabbage, it is not necessary to stew meat in advance, you can skip this step. According to my taste, I like the meat to break down into fibers and be soft.
Peel the cabbage from the bad leaves and chop it. This is also arbitrary - you can use large pieces, or you can use thin strips. Add the chopped cabbage to the meat, mix. Add tomato paste, salt, sweet peas, black pepper and mix again. Do not add any more water. Simmer over medium heat until tender. The readiness is also to your taste - some people like the cabbage to be slightly firm, so to speak, so that the crunch of the cabbage is felt; and some, including me, like the cabbage to become very soft.
Such cabbage can be cooked in a slow cooker.
