Cooking method
First boil and cool the rice. Finely chop the pepper and onion, grate the carrots on a fine grater and fry it all in vegetable oil, cool it. Add rice and salt to the minced meat, mix. In the same place, add chopped pepper and fried carrots with onions, mix thoroughly and leave for 10-15 minutes under the lid.
We form cutlets and put them in a mold. Mix tomato sauce and sour cream until smooth, add spices, salt and pepper to taste. If necessary, we dilute the sauce with water - it should be liquid. This sauce is poured over our lazy peppers with rice and minced meat and left for 40 minutes in the oven, preheated to 170 degrees.
