Mix milk and water in a small bowl, sprinkle with yeast and leave for five minutes. As soon as it rises, add 4 tablespoons of flour and one tablespoon of sugar to the yeast mixture, reshape, cover with plastic wrap and leave in a warm place, give it twice the volume, about half an hour. In the bowl of the mixer, beat the egg, sugar, lemon and orange zest, vanilla, add the yeast mixture and mix with a whisk until smooth.
Using the dough hook attachment in the mixer, turn on the mixer at low speed and add flour, soft butter, salt, and gradually increase the speed of the mixer, mix the dough for five minutes. Then add candied fruits and raisins, mix for 15 seconds. If the dough turned out to be soft and sticky, it's okay. Lubricate the bowl for breaking the dough with odorless oil, and leave it aside. Spread the dough on the floured surface and knead it a little, form a bun and place it in a greased bowl.  
Lubricate the top with vegetable oil, close tightly with plastic wrap and put in a warm place for 3-4 hours.
Prepare the mold, lubricate with oil and set aside. As soon as the dough rises, we dump it on a floured surface, fold it like an envelope, but do not crumple it. We put it in a mold and again lubricate the top with melted butter. Cover again with plastic wrap and leave for 2-3 hours.
Preheat the oven to 170 degrees, grease the top of the Panettone with beaten egg yolk and one spoonful of water-milk mixture, bake for 45 minutes. Let the cake cool down, and you can already serve it for tea. Bon appetit!
