- Fill a large pot with water, add salt, and set it over high heat. Once it boils, reduce the heat to medium and add the penne. Use good-quality pasta, ideally Italian. Cook it according to the package directions — usually 8–10 minutes — to al dente, meaning it's nearly done but still has a little firmness at the center. Drain the pasta in a colander, then return it to the pot. 2. Peel and chop the garlic. Rinse the chili pepper, cut off the stem, remove the seeds, and thinly slice the flesh — into rounds if it's small, or into smaller pieces if it's large. Rinse the green onion and parsley and blot off the excess water. Finely chop the parsley and cut the green onion into 1-inch (3 cm) pieces. Wash the spinach, separate it into leaves, and pat it dry. Grate the Parmesan on the coarse side of a grater. 3. Set a large skillet over medium heat and add a third of the olive oil. Once it's hot, add the breadcrumbs and toast them for about a minute, stirring constantly, until lightly browned. Add the chili and garlic and cook everything together for 3 minutes, stirring the whole time, until the breadcrumbs turn golden. Take the skillet off the heat, transfer the contents to a bowl, and toss with the fresh lemon zest, salt, and black pepper. 4. Pour the rest of the olive oil into the same skillet and return it to medium heat. Add the penne and spinach, toss, and cook everything together for about a minute (or until the spinach starts to wilt). Add the green onion, Parmesan, and parsley, toss it all together, and take it off the heat. 5. Divide the penne and spinach among plates, top with the toasted breadcrumbs, and serve right away.
