- To make hoe, start by cutting the beef into thin strips and gently searing it so it doesn't release its juices. For extra flavor, you can marinate the meat in vinegar and onion before cooking. Finely chop the potatoes. Bring 2 quarts (2 liters) of water to a boil and, as it boils, add 3 tablespoons of vinegar. Salt the water, add the potatoes, cook for about 5 minutes, then drain in a colander. Finely shred the carrot. Slice the onion into half-rings, pour a little vinegar over it, let it sit for a couple of minutes, then rinse with cold water. Toss the meat, potatoes, and carrot together, press in a garlic clove, and add the red pepper and soy sauce. Pile the onion on top, drizzle everything with smoking-hot vegetable oil, and let it marinate for about half an hour.
