Boil the beef. Remove the meat, set aside the broth.
Heat 0.5 cups of vegetable oil in a large frying pan over medium heat. Cut the meat into pieces, season with salt and pepper and fry until golden brown, about 3-4 minutes on each side. Put the meat in a saucepan with broth, add the beans, bring to a boil, cover and cook for 30 minutes.
Meanwhile, heat the remaining 1 cup of oil in a frying pan over medium heat. Put the onion cut into half rings, finely chopped sweet bell pepper, cumin, ground pepper and chili pepper. Add salt to taste. Pour, stirring constantly, 1 tablespoon of flour and fry, stirring, for 3-4 minutes. Transfer the meat from the pan to the pan and, gently stirring, pour in the meat broth. Simmer, stirring, for 5 minutes.
Serve stew with tortillas, seasoned with hot sauce or sour cream.
