  • Soak the onion skins in water for a little while. Then set the pot over heat and add the salt — you'll need 5 tablespoons of salt per liter (about 1 quart) of water (scale the salt up if you use more water). Bring the salted onion-skin water to a boil, add the mackerel, and cook for exactly 3 minutes! Then drain the fish in a colander and it's ready to eat. The fish is small, so it cooks through completely. At first I was skeptical too that 3 minutes would be enough. If the fish is large, cut it lengthwise — or pierce it in a few spots with a knife — so it cooks all the way through.
