Heat sesame oil in a large saucepan over medium heat, add chicken pieces, and cook, turning over from time to time, until browned (5-7 minutes).
Add beer, Shaoxing wine (or sherry, or dry white wine), soy sauce, sugar, thinly sliced ginger, crushed garlic, chopped green onion, chili pepper, anise star. Bring to a boil, then reduce the heat to a minimum, cover with a lid, and simmer until the chicken is cooked (15-20 minutes).
Remove the lid and simmer until the liquid evaporates and the chicken becomes very tender (25-40 minutes). Season to taste.
