In a large frying pan, heat the olive oil over medium heat. Put the chopped garlic and chili powder and lightly fry. Add the minced meat, season with salt, pepper and spices. Cook for about 10 minutes, stirring constantly. Sprinkle with finely chopped onion and set aside.
Preheat another frying pan over medium heat. Meanwhile, rub the cheese. Brush the tortilla with olive oil on one side and place this side in a frying pan. Sprinkle grated cheese on top. Wait until the cheese melts and put 1/4 of the minced meat on half of the tortilla. Fold the tortilla into a crescent shape. Do the same with the rest of the tortillas.
You can serve it on the table with sour cream or other sauce.
