  • Put the beef pieces in a heavy pot, cover with cold water, and set it on the stove. Skim off the foam, then add the tomato paste, bay leaf, and peppercorns. Cover and simmer over low heat for 2 hours. Once the meat is falling off the bone, add the coarsely chopped vegetables — carrots, onion, and bell pepper. After 5 minutes, add the coarsely cut potatoes. Season with pepper and salt, add the finely chopped garlic, the fresh herbs, and another bay leaf. Cover and cook for 40 minutes. As soon as the potatoes are done, take the pot off the heat and let the shurpa rest, covered, for 20 minutes. Beef shurpa is traditionally served separated — the broth on its own, the vegetables and meat on the side — though you can serve it all together, too.
