    Make the broth-dressing: bring the water to a boil with the sugar, salt, vinegar, and sunflower oil.

For this mixed salad, you first make a broth-dressing: add sugar, salt, vinegar, and sunflower oil to the water and bring it all to a boil. While it heats, shred the green cabbage; once the dressing boils, add the cabbage and return to a boil. As soon as it boils, lift it out, let the dressing drain, and mound it in the center of a serving dish. Add the shredded red cabbage to the remaining dressing, sprinkle with ground pepper, and do the same as with the first cabbage, then arrange it around the green cabbage.
