Beat eggs with sugar until sugar dissolves. Pour condensed milk into the mixture without stopping the mixer (if we beat it with it). Next, slowly pour in wheat flour and starch. Add chopped pistachios (it is best to scroll them through a meat grinder). Grate the zest of a fresh lemon on a fine grater and put it in the dough. Add a pinch of ground nutmeg. Mix everything well. We warm up the oven to 180 degrees. Spread the dough in a form smeared with butter and bake until ready. The readiness of such food is checked with a wooden splinter: if the splinter remains dry, then the cake is baked. We take it out and leave it to cool.
