- Peel the onion and carrot; dice the onion small and grate the carrot on a coarse grater. Put the vegetables straight into a pot, add the bay leaf, pour in the water, set it over the heat, and bring it to a boil.
- Peel the potatoes, wash them, and cut them into cubes, as you usually would for soup. Add them to the pot with the onion and carrot. Rinse the rice and add it to the soup too.
- Cook for 20–25 minutes, then add the canned sprats in tomato sauce, season with black pepper and allspice, salt to taste, and cook for 5 minutes.
- Wash the dill, chop it with a knife, add it to the soup, and keep it over the heat for another 1–2 minutes.
- Ladle into bowls and serve.
