  • In a bowl, stir together both flours and add the remaining dry ingredients. Stirring as you go, slowly pour in the water and mix into a fritter batter. Fold in the chopped tomatoes, bell pepper, and finely chopped fresh herbs. Set the batter aside to rest a little. Pour a little olive oil into a skillet and cook the fritters, about 3–4 inches across, frying on both sides until golden brown. They turn out nice and crisp.
